A federal judge rules that the federal government still retains legal authority to hold detainees at the Guantanamo Bay Detention Facility, and acknowledges that the United States "no longer seeks to detain [terror suspects] on the basis that they are "enemy combatants." Judge Bates concludes that the U.S. government's "authority to detain those who were "part of" [terrorist] organizations is entirely consistent with the law of war principles that govern non-international armed conflicts.
